NRIZ is a national electronic database containing information on emissions and the environmental impact of business entities.
It is managed by the Environmental Protection Agency of the Republic of Serbia and is used for pollution monitoring throughout the country.
The purpose of NRIZ is to enable tracking, planning, and control of activities that pollute or otherwise affect the environment, including:
● emissions of pollutants into air, water, and soil
● generation, storage, and treatment of waste
● consumption of raw materials, energy, and water
● activities that generate noise, vibrations, or heat radiation
Legal framework
Reporting to NRIZ is a legal obligation prescribed by:
● Environmental Protection Law
("Official Gazette of RS", no. 135/2004, 36/2009, 36/2009 - other law, 72/2009 - other law, 43/2011 - Constitutional Court decision, 14/2016, 76/2018, 95/2018 - other law, and 94/2024 - other law)
● Regulation on criteria for determining activities affecting the environment and fees
("Official Gazette of RS", no. 30/2024)
Why is NRIZ important?
Data reported by companies through NRIZ is used for:
● developing national and local environmental protection strategies
● aligning with international obligations to the EU, UN, and other bodies
● inspection oversight, issuing permits, and environmental planning
Failure to report data to NRIZ is considered an offense and may result in high fines.
Submitting reports to the National Register of Pollution Sources (NRIZ) is not mandatory for all companies, but only for those engaged in certain activities that may impact the environment.
According to the Regulation on criteria for determining activities affecting the environment and fees ("Official Gazette of RS", no. 30/2024), in accordance with the Environmental Protection Law ("Official Gazette of RS", no. 135/2004, 36/2009, 36/2009 - other law, 72/2009 - other law, 43/2011 - Constitutional Court decision, 14/2016, 76/2018, 95/2018 - other law, and 94/2024 - other law).
If your company:
● emits gases or pollutants into air, water, or soil,
● uses or stores hazardous substances and chemicals,
● has facilities with furnaces over 1 megawatt (MW),
● generates, treats, or stores any form of waste,
● consumes significant amounts of energy, water, or raw materials,
● imports products that become special waste streams after use,
...there is a high probability that you are an NRIZ reporting entity.
● Industrial facilities (metal, chemical, textile, food, paper industry, etc.)
✔ Obligated to report
→ Emit pollutants into air and water, use chemicals, generate waste (hazardous and non-hazardous).
● Construction companies with concrete plants, asphalt plants, sand quarries, aggregate separation
✔ Obligated to report
→ May cause soil pollution, noise, dust, and manage construction waste.
● Municipal and recycling companies (public utilities, waste operators, recycling centers)
✔ Obligated to report
→ Handle waste, separate secondary raw materials, manage recycling streams.
● Facilities with furnaces and boilers over 1 MW
✔ Obligated to report
→ Source of CO₂, NOₓ, SO₂, and other gas emissions – regardless of company activity.
● Food and processing industry
✔ Obligated to report
→ High resource consumption, water emissions (fats, organic matter), waste raw materials.
● Companies managing hazardous waste (produce, store, transport, treat)
✔ Obligated to report
→ Obliged to report all quantities, types, codes, and methods of hazardous waste management.
● Entities using or storing solvents, paints, varnishes, adhesives
✔ Obligated to report
→ Emit volatile organic compounds (VOCs), among the most regulated pollutants.
● Facilities that do not emit pollutants or manage waste (e.g., offices, warehouses without equipment)
❌ Not obligated for NRIZ
→Submit GIO (annual waste report) if they manage internal waste, but not NRIZ.
Not sure if your company must report?
We check for free – no risk and no obligation!
You just need to provide us with the following basic information:
● Activity code
● Facility / plant location
● Types of equipment and basic information about raw materials, boilers, furnaces, chemicals, etc.
Based on this, we will determine exactly whether your company is among the NRIZ reporting entities.
Request a free assessment today and avoid the risk of legal fines! The NRIZ report covers all key information about the company's environmental impact, classified into four main categories:
Environmental emissions
This section covers all pollutant emissions your company releases into the environment:
● Air emissions
→ e.g., CO₂, NOₓ, SO₂, PM10/PM2.5, VOC compounds
● Water emissions
→ e.g., nitrogen, phosphorus, oils, suspended solids, organic pollutants
● Soil emissions
→ only in case of direct discharge to soil or wastewater infiltration
In some cases, if direct measurements are unavailable, emissions are calculated based on energy consumption and equipment characteristics (emission factors).
Waste
All waste streams must be presented, in accordance with the Waste Catalogue of the Republic of Serbia:
● Types of waste (hazardous / non-hazardous)
● Quantities by codes (waste codes in six-digit format – e.g., 15 01 10)
● Disposal method
→ recycling, energy recovery, landfill, storage
The report must be aligned with GIO report records and internal accounting flows.
Resource consumption
NRIZ also tracks input flows that potentially generate emissions:
● Energy sources
→ electricity, natural gas, heating oil, diesel, fuel oil
● Water consumption
→ technical, sanitary, process water
● Raw materials and chemicals
→ input of chemical substances involved in the process (e.g., paints, adhesives, solvents)
This data is often used to calculate emissions if no measurements are available.
Description of facilities and technological processes
Technical information on installations and processes generating emissions must be provided:
● basic description of the production process
● information on boilers, furnaces, HVAC systems, separators, filters, water treatment plants
● facility location and capacity (by GIS coordinates if required)
Submission deadline
NRIZ report must be submitted by March 31 each year for the previous calendar year.
Practical examples
● Concrete production
→ Dust and CO₂ emissions, diesel consumption, waste concrete
● Food industry
→ Wastewater (oils, fats), organic waste, electricity and water consumption
● Auto repair workshop
→ Waste oils, batteries, filters, furnace emissions
● Plastic recycling (hard plastics)
→ VOC emissions, energy consumption, quantities of processed waste
● Pharmaceutical industry
→ Chemical waste, consumption of specific raw materials, wastewater
