What is the National Register of Pollution Sources (NRIZ)?

NRIZ is a national electronic database containing information on emissions and the environmental impact of business entities.

It is managed by the Environmental Protection Agency of the Republic of Serbia and is used for pollution monitoring throughout the country.

The purpose of NRIZ is to enable tracking, planning, and control of activities that pollute or otherwise affect the environment, including:

emissions of pollutants into air, water, and soil

generation, storage, and treatment of waste

consumption of raw materials, energy, and water

activities that generate noise, vibrations, or heat radiation

Why is NRIZ important?

Who is required to submit data to NRIZ?

Submitting reports to the National Register of Pollution Sources (NRIZ) is not mandatory for all companies, but only for those engaged in certain activities that may impact the environment.

According to the Regulation on criteria for determining activities affecting the environment and fees ("Official Gazette of RS", no. 30/2024), in accordance with the Environmental Protection Law ("Official Gazette of RS", no. 135/2004, 36/2009, 36/2009 - other law, 72/2009 - other law, 43/2011 - Constitutional Court decision, 14/2016, 76/2018, 95/2018 - other law, and 94/2024 - other law).

If your company:

emits gases or pollutants into air, water, or soil,

uses or stores hazardous substances and chemicals,

has facilities with furnaces over 1 megawatt (MW),

generates, treats, or stores any form of waste,

consumes significant amounts of energy, water, or raw materials,

imports products that become special waste streams after use,

...there is a high probability that you are an NRIZ reporting entity.

What data does an NRIZ report contain?

The NRIZ report covers all key information about the company's environmental impact, classified into four main categories:

Environmental emissions

This section covers all pollutant emissions your company releases into the environment:

Air emissions

e.g., CO₂, NOₓ, SO₂, PM10/PM2.5, VOC compounds

Water emissions

e.g., nitrogen, phosphorus, oils, suspended solids, organic pollutants

Soil emissions

only in case of direct discharge to soil or wastewater infiltration

In some cases, if direct measurements are unavailable, emissions are calculated based on energy consumption and equipment characteristics (emission factors).

All waste streams must be presented, in accordance with the Waste Catalogue of the Republic of Serbia:

Quantities by codes (waste codes in six-digit format – e.g., 15 01 10)

Disposal method

The report must be aligned with GIO report records and internal accounting flows.

NRIZ also tracks input flows that potentially generate emissions:

No. The obligation exists only for companies and legal entities that fall under activities defined by the Regulation on types of activities required to submit data to the NPRR (e.g. industrial plants, recycling companies, concrete plants, boilers over 1 MW, etc.).
